  7.     George Bush has overthrown two foreign governments since
  8. becoming President. Toppling the dictatorial regime of Panama in
  9. December required 24,000 U.S. troops. Sending Israel's
  10. overwrought democracy into a nervous breaklast month took only
  11. four words from Bush's lips.
  12.  
  13.     Actually Israel was asking for it. Its political system has
  14. long been based on the adage that the enemy of my enemy is my
  15. friend, or at least my coalition partner. Since 1984 Israel has
  16. claimed to have a government of national unity, a misnomer if
  17. ever there was one. The odd couple of Likud and Labor never had a
  18. unified position, or even reconcilable differences, on the most
  19. important issue of national security and national identity: What
  20. are the boundaries of the Jewish state?
  21.  
  22.     Likud's Yitzhak Shamir believes that Israel should include
  23. the West Bank captured from the Arabs in 1967 -- and still
  24. heavily populated by Arabs in 1990. Labor's Shimon Peres
  25. believes in trading land for peace. The territory traded would
  26. become part of a Palestinian "entity," a cryptogram that many
  27. predict will someday be decoded to mean a Palestinian state.
  28. While opposing that particular outcome, Lais at least willing to
  29. begin negotiating with the Palestinians and see where the
  30. process leads. Likud seems not to be, which is why Shamir did
  31. everything he could as Prime Minister to delay the opening of
  32. peace talks.

  34.     Getting those talks started is the central goal of the
  35. U.S.'s efforts in the region. George Bush was understandably fed
  36. up with Shamir's twin tactics of stalling on the diplomatic
  37. front while claiming that the influx of Soviet immigrants
  38. justifies a "big Israel." So the President said on March 3 that
  39. he was opposed to new settlements in the West Bank "or in East
  40. Jerusalem."

  42.     It is hard to imagine four more explosive words in the
  43. semantic minefields of the Middle East. Most Israelis consider
  44. East Jerusalem liberated, not occupied. Even the most dovish
  45. government would insist on an undivided Jerusalem as the
  46. permanent capital of Israel.

  48.     Bush did not mean to equate the Holy City with the West
  49. Bank or to prejudge its ultimate status. Rather, he was
  50. expressing his impatience with Shamir's settlement policy. But
  51. Bush's comment was read in Israel as a signal that the U.S.
  52. might be hardening its own policy. Israelis resent American
  53. pressure in part because they are so vulnerable to it. The body
  54. politic, which was already in a state of paralysis, suddenly
  55. went into spasm. Within 13 days the government collapsed.

  57.     The pro-Israel lobby in Washington howled in protest, and
  58. First Friend James Baker, though hardly an apologist for Shamir,
  59. privately told his boss in the bluntest terms that he had better
  60. learn to choose his words more carefully.

  62.     Yet it may turn out that Bush did Israel a favor. However
  63. inadvertently, he helped expose the Likud-Labor coalition for
  64. what it was -- a government of national disunity and incapacity.
  65. The crisis he sparked underscored the need for a new electoral
  66. system that will yield a Prime Minister who is free of crippling
  67. alliances. To their credit, many Israelis were in the streets
  68. last week, venting their exasperation with deadlock democracy.
  69. From now on, the U.S. Government should encourage not just
  70. diplomacy between Israel and its Arab neighbors, but political
  71. reform within Israel as well. So should the American Jewish
  72. community -- including the one in Brooklyn.
